Electronic Message Standardization and Automation
EMSA is the front door of PHAST. It receives electronic messages, like lab and case reports, from healthcare providers. These messages come in a variety of formats and structures. EMSA standardizes all of these messages and automatically processes them according to a series of rules. These rules are customized to meet the needs of each Public Health Authority that uses it. Once the message is standardized and automated, the information from the message is sent to the Public Health Authority's disease surveillance system.
Local Control
Agencies are able to configure their own ingestion rules for ELR and eCR messages, allowing the health department a high degree of control over what does or does not end up in their surveillance system.
Once rules are configured, EMSA provides a high level of automation for electronic data processing, eliminating much of the manual entry or review that a health department may previously have conducted.
EMSA rules and dictionaries can be continually updated to accommodate changing reporting requirements at the health department.
New reporters can be quickly and easily added.
Users can specify when an element of a message necessitates manual review.
Messages can be directed to a storage queue (Graylist) where they are kept until needed. This storage is queried whenever a new disease event is created in the surveillance system. Thus, data does not need to be discarded just because it is not currently relevant to existing records.
Automation
EMSA is a powerful tool. Its automation capabilities lessens the burden on staff to manually process incoming electronic messages. Our largest jurisdictions receive over 20,000 messages a day. EMSA is able to automatically process over 97% of those messages freeing up staff time to focus on other vital tasks.
The dashboard feature of EMSA provides real-time charts that allow the user to monitor the flow of messages by condition and reporter. This can help health departments quickly identify reporting or message ingestion issues.
Messages that come in with an out-of-state address can be held in a designated out-of-state (OOS) queue and automatically transferred to the correct jurisdiction. These messages never have to enter and clog up the surveillance system.
Health departments can set up state or jurisdiction-level email notifications that will alert them when a message meeting specified criteria is met (condition, organism, test, etc.). These messages help facilitate timely public health response and accelerate data to action.
